Fade to Atlantic City, USA, where Mr La Guardia is attending meeting to address UNRRA. LS of crowded hall. MS La Guardia and Lehman on platform. CU La Guardia speaking on the subject of food and black market. Very emphatic in his speech. La Guardia is taking over the directorship of UNRRA.
