Urban Development: The Phoenix Initiative

Synopsis
In the 1970s the Black Country town of Wolverhampton was one of the most prosperous in the country. The foundation of this prosperity was the engineering industry. Reliance on manufacturing meant that the recession of 1979-82 hit Wolverhampton particularly hard. Over two and a half years almost one third of the industrial sector disappeared. Concerns the local Council’s fight back against the loss of jobs. Wolverhampton is now emerging from the worst of the depression. What sort of jobs are now being created to take those which are lost? Are there enough of them? What policies did the Council follow?
