Synopsis
Looks at the implications of change in medical practice and what benefits to patients may or may not be achieved through Resource Management. Two of the major concerns raised by the 1989 White Paper were its effect on medical autonomy and how far ‘qauality’ measures could be introduced. These would measure existing service standard or their improvement. If improvements are being made, they may have more to do with efficiency than any positive change in effectiveness of care. Patients have been relatively powerless, and the internal market has given no direct evidence of real patient benefit.
