Press conference by Prime Minister John Major outside 10 Downing Street on international agreement initiated by him to set up safe havens in northern Iraq for Kurdish refugees. Details are being worked out in Stuttgart now the USA has relented and agreed to the plan. British, French and American troops will be involved in the peacekeeping mission and Major answers questions on the troops mission.
