Doug McAvoy of the NUM teacher’s union discusses primary school reform proposals put forward in the report of an inquiry ordered by Education Secretary Kenneth Clarke. McAvoy is concerned Clarke is using the report merely to reinfoce his own dogma and force it on teachers and so is a waste of time and money. He is against the return to traditional practices including grouping by ability.
