MOVIETONE CARD TITLE: The Budget - the Chancellor Comments. DESCRIPTION: Leaving the Treasury, with that famous dispatch box, Mr Selwyn Lloyd was on his way to present his first budget proposals. The House and the country have heard them with mixed feelings: Car licences to go up, some commercial licences too. The proposal to have power to vary by ten per cent, purchase tax and certain duties is a complete innovation.
