Aerial of Capitol & surrounding streets. Huge crowds outside White House. Senator Vinson swears in Truman, Truman takes the oath, kisses the bible, shakes hands with Vinson. Senator Barkley can be seen in party. Crowds shot cut-in. MS & SCU Truman speaks on Communism & Democracy. GV parade through streets of services, in background the Capitol. Cut-in Truman & Barkley laughing. Tableaux in parade. Finish on girls as toy soldiers. Formations of Flying Fortress fly overhead.
