MOVIETONE CARD TITLE: 1939 Budget Speech. DESCRIPTION: Sir John Simon outlines his 1939 Budget. SHOTLIST: Sir John Simon makes the annual speech for newsreels outlining the new financial programme: "The budget deals with larger totals of expenditure than this country has ever had to face in times of peace. Two years ago we spent 265 million on defence. Last year we spent 400 million. This year we’re preparing to spend 630 million and never forget that a strong Britain is the best security for peace. At the same time we are maintaining our social services which are the best in the world. And heavy as the burden of taxation may be it is part of the price which we will willingly pay in the cause of world peace, of national safety and of British freedom.
