Summary
March of Time synopsis - How millions of the American taxpayers’ money is wasted anually through political graft is described in an episode entitled "The Spoils System", included in the newsest issue of "The March of Time". Showing the American government to be the nation’s largest employer, with an annual salary bill of £900,000,000, "The March of Time" tells how the National Civil Service Refrm League is campaigning vigorously to put those political employees appointed without qualifying examinaions, into an efficient Civil Service based entirely on the merit system. As a model of such efficiency the League points to Great Britain, where jobs once obtained are permanent, notwithstanding the status of the political party in power. To those political leaders, whose election philosophy is still "Promise the voters good government, but provide your own party henchmen with good jobs", the League’s activities are causing the gravest concern.
