- MOVIETONE CARD TITLE: The World Waits. DESCRIPTION: President Kennedy’s urgency in launching his blockade underlined a determination to prevent - at almost any cost - Cuba’s missile build-up. British experts now agree that these pictures show an extensive consolidation, and the President is in no doubt of its purpose. World reaction to the Russian build-up and the President’s steps against it brought many appeals to reason and restraint. U Thant, acting Secretary General of the United Nations, appealed to Khrushchev and Kennedy for a truce pending negotiations. From North Wales, Lord Russell made his own appeal. - JF Kennedy’s speech: The purpose of these bases can be none other than to provide a nuclear strike capability against the Western Hemisphere. The characteristics of these new nuclear sites indicate two distinct types of installation, several of them include medium range ballistic missiles capable of carrying a nuclear warhead for a distance of more than one thousand nautical miles. It shall be the policy of this nation to regard any nuclear missile launched from Cuba against any nation in the Western Hemisphere as an attack by the Soviet Union on the United States, requiring a full retaliatory response upon the Soviet Union.
