DESCRIPTION: Dock strikers refusing to return to work, have forced the Government to take stern measures and to issue a State of Emergency, thus putting the dockland under their control. SHOTLIST: KS. GV London Docks. Newspaper boys shouting out Royal Proclamation - Emergency proclamation, etc. various shots. GV Downing Street. Leaving No 10. Chuter Ede, Isaacs, Lord Jowitt, Hugh Dalton, outside joined by Mr Morrison. Sir Hartley Shawcross with Philip Noel Baker. Attlee leaves for House. Minister of Defence also leaves No 10 (AV Alexander). Lorry loads of troops enter docks. Pickets outside docks. GV "Beaverbrae". CU crew on rails. Police patrol on "Argomont" - several shots. Elevated GV cars lined on quayside ready for export. CU labels reading "Export". Troops load ships for overseas, destined for Hong Kong. LIBRARY - Dockers enter Victoria Park. Back view - GV of dockers raising their hands in agreement with their leader.
