- MOVIETONE CARD TITLE: Russia’s 28th Veto. DESCRIPTION: When the Berlin situation was voted on in the Security Council, Russia vetoed the resolution. SHOTLIST: KS UNO delegates take their seats. GV delegates seated. SCU Argentine delegate (acting president). GV delegates seated. SCU Sir Alexander Cadogan (UK) speaking, accepts resolution. MS Vyshinsky (USSR) saying he will refuse to accept the resolution (in Russian) and will use the veto. CU Dr Philip Jessup (USA) saying if no agreement on Berlin is received only Russia will be to blame. Elevated GV delegates voting for resolution. MS USSR & Ukraine delegate vote against resolution. SCU Mr Manuilsky (Ukraine) delegate votes against. SCU Manuilsky. Vyshinsky packs bag & hands it back to a subordinate.
