Earth Report Xiv: Go with the Flow

Synopsis
Two out of every three Dutch people already live below sea level. Now, with climatologists predicting sea levels will rise a further 0.8 metres, the Netherlands is rolling out a radical new action plan that overturns three centuries of flood engineering. The old doctrine of keeping out flood waters at all costs has been superseded. The new approach - ‘soft engineering’ - allows land to be sacrificed to rivers and the sea. It’s a long term strategy built around ideas of accommodating flood waters, rather than always holding them back. As water experts from around the world gathered in Turkey for the 5th World Water Forum, Earth Report went to the Netherlands to see how this delta country is planning to proof itself against rising seas and rivers.
