Synopsis
Looks at the investigation of a proposal to build ‘executive-style’ housing on land in Sheffield’s green belt at High Storr Roughs. There was widespread opposition to the proposal and a public inquiry was held in November 1979. The programme re-creates the inquiry itself and consists of a series of scenes which highlight the principal events interspersed with flashbacks which aim to show the reasons why things happened in the way they did.
