- UK Foreign Secretary Sir Geoffrey Howe on the reason for the union ban at GCHQ (Government Communications Headquarters), Cheltenham. John Sheldon, General Secretary of the Council of Civil Service Unions, is reported to have said that disruption there in 1981 was a deliberate attempt by the unions to exploit the importance of GCHQ.
