An interview with John Sheldon, General Secretary of the civil servants’ union, on the banning of trade union membership for employees of Government Communications Headquarters (GCHQ). He says that the Government’s offer to give employees £1,000 each to withdraw from union membership reflects the worst aspects of the Soviet state. Foreign Secretary Sir Geoffrey Howe has said that there may be a safety risk for having trade unions in GCHQ, Sheldon disagrees with this.
