Synopsis: A television debate on the controversial French Creation and Content Bill to disconnect people caught downloading content illegally. Broadcast on France 24 on 10 March 2009, the day before it went before the National Assembly for the first time, The bill, which was supported by President Sarkozy as well as the film and record industries, proposed a three-stage system under which a new state agency would first send illegal file-sharers a warning e-mail, then a letter, and finally cut off their connection for a year if they were caught a third time.
