- Synopsis
- The 1988 Education Reform Act was the most substantial piece of legislation affecting education in England and Wales since the 1944 Education Act, and seems likely to provide the basis for a whole new era in education. Follows the development of the Act from the stage its being encouraged by right-wing pressure groups, to its emergence in Mrs Thatcher’s third term of government implemented by Kenneth Baker. Vast in scope with more than 200 separate clauses, it installed a National Curriculum with a system of testing to make sure that standards were being achieved, and legislated for more parental and community power at the expense of local government.
