Clause and Effect

Synopsis
A discussion on the legislation (Section 28 of the Local Government Bill) forbidding local authorities to promote homosexuality in schools. Derek Jarman talks about sexuality, the persecution of gays, the media and politics. Ali Brown of Haringey Council discusses the issues as they effect local government authorities. The film was made with the intent of redressing the balance which many felt to have gone too far in favour of right-wing opinion.
