Can Regeneration Work?

Synopsis
Looks at the results of public-private sector collaboration to regenerate urban docklands using Cardiff as an example. In the Cardiff Bay Development Project a development corporation is turning derelict dockland into an area for business, leisure and luxury homes. Asks whether the project provides badly needed jobs for local people and whether there has been sufficient colsultation with the local community. Looks at the impact on the natural environment and examines some alternative options.
