Synopsis
Describes the function of the ‘ZAP’ office, which was set up in the United Nations building in New York during the Republican administration, to monitor the voting of Third-World countries in the United Nations, which affected the aid given to these countries by the US. Includes an interview with Earl Butz, the then Secretary of State for Agriculture, who tries to justify this action.
