Synopsis
The late 1970s and early 1980s saw the run-down of metal manufacturing in the Black Country. The enterprise zones set upin 1981 were seen as a means of halting economic decline in certain areas. Looks at enterprise zones and urban development corporations in the Black Country; both are part of a policy for reviving depressed areas. How do they work, do they change local patterns of employment? Who gains and who loses?
