Under the Gun: Democracy in Guatemala

Synopsis
Investigates the state of democracy in Guatemala following the inauguration of Marco Vinicio Cerezo Arevalo as president in January 1986. Questions how the government is confronting the pressing issues of human rights and land reform. The president and Defence Minister argue that the country has changed and that civilians are now in control. Representatives of the church, trade unions, Indians and refugees as well as opposition congressmen claim that the military still has the power and that social problems are not being dealt with. Relatives of people who disappeared, peasants active in a land reform movement and insurgents all vow to continue their struggle for peace and democracy.
