Think Twice: To Provide or to Enable

Synopsis
Critically reviews the history of government intervention in the housing sector over the previous 30 years. Exposes the misconceptions behind these interventions and the negative impact they have had on the shelter conditions of the poor in the developing world. Prepared as an introduction to the enabling approach that is at the core of the Global Strategy for Shelter to the year 2000, the programme argues that no sustainable solutions to shelter can be achieved without the concerted involvement of communities, the private sector and government agencies and local authorities that are willing to make housing delivery systems work more efficiently.
