- Synopsis
- Reports on the boom in private old peoples’s homes, largely on the South coast, caused by the Government’s policy of subsidising 75% of people who reside in private old people’s homes with DHSS funding. The social services are understaffed and not able to enforce the few powers they have to ensure that these homes are properly managed. The public sector, where standards of care are rigorously enforced, are facing cutbacks in services, and social workers have to refuse beds to old people. The programme employs an 81 year-old grandmother to consumer-test a residential home in Torquay.
