- Critics of policy in the area mental illness care and treatment regard it as a sad catalogue of mismanagement and neglect, with much of the blame directed at government underfunding and inadequate community care. Niall Dickson argues that the root of this failure lies in attitudes towards the mentally ill and the lack of agreement as to how they should be treated.
