Synopsis
Explains the decisions behind the changes in public order legislation by using three models of decision-making - the rational decision-making model, the organisation model and the political interests model. Highlights the influence of political interests on the final outcome of the Public Order Bill by looking in detail at the pressure of two groups - the Association of Chief Police Officers and the National Council for Civil Liberties.
