Power to the People?

Synopsis
Large-scale projects such as Concorde, the nuclear power programme, the Channel Tunnel and the proposed Severn tidal barrage have at least two characteristics in common: they are publicly funded (or the public’s representatives have a say in their progress) and they tend to be controversial, because of the large amount of resources they consume (or produce) and their environmental effects. Yet there is no easy way for the public to vote their preferences (unlike a commodity that can be bought in a shop). How are decisions made about such projects and how are the public informed?
