Synopsis
Two fly-on-the-wall documentaries filmed at the World Bank headquarters in Washington, DC, and among President Yoweri Museveni’s government in Uganda showing how decisions made in Washington impact on the lives of the ordinary people of Uganda. In two parts: 1) Tug of War: focuses on the tensions over where new aid money should go: the bank wants to invest in education while Uganda government opts for roads, industrial development and defence; 2) Mountains of Debt: Shows how President Museveni’s efforts to develop Uganda’s economy are frustrated by debt. World Bank president James Wolfensohn visits Uganda to see the country’s problems for himself. The bank prepares a plan to reduce the debt, but the Ugandans are sceptical.
