Synopsis
The question of how far this example is representative of urban development problems globally is assessed by comparison with Mexico City, currently the most populated urban area in the world. An analysis of causes emphasises both the environmental effects of growth and the social processes involved. In a real sense, development may be seen to be aggravating environmental problems which are already serious, so that the argument that economic development per se can be a sufficient solution to urban problems is challenged.
