Out to the People

Synopsis
The problems of access and outreach are examined in the context of two contrasting projects. The first looks at Waltham Forest, an outer London borough, where there is high-density housing, high unemployment and little money, and an ethnically diverse population. Various initiatives have been designed to enable would-be adult students. The film looks at the benefits and problems of these initiatives through interviews with both providers and students. A scheme in West Lothian, Scotland, now defunct, centred on an poor area with high unemployment, but with the added problem of little or no transport and a widely dispersed population. As before, the evidence of the scheme is in the words of the people involved.
