North Sea, The: Managing the Common Pool

Synopsis
For many years the North Sea has been treated both as an infinite resource and as a sink in which to dispose of waste. In the 1970s various groups highlighted the fact that industrialisation, population growth, increasing use of resources and rapidly developing agriculture were all causing serious environmental problems. These are particularly difficult to solve, as the seven countries bordering the North Sea all have sovereign rights to follow their own policies, and political, as well as environmental issues, come into play. However, recognising that the management of the North Sea needs an integrated approach, the German government took the initiative to try and respond, culminating in the 1992 UN Conference on the Environment and Development. This programme highlights the difficulties of securing international co-operation and examines the role played by the scientific community and non-governmental organisations in finding solutions.
