Synopsis
Examines the power of Whitehall civil servants through an interview with the former Secretary of State for Energy, Anthony Wedgwood Benn. Examines the allegation that British civil servants have deliberately withheld information from ministers and, in doing so, are moving beyond democratic control. Mr Benn names specific examples.
