Manage That Change

Synopsis
Examines the process of managing cultural change in the public sector, illustrated by a case study of the County Surveyor’s Department of Hampshire County Council from the late 1980s through to the mid-1990s. The appointment of new management team in 1989 began the move from a traditional local authority department towards a business-orientated organisation, based on multi-disciplinary teams and a strong sense of service to the customer. The programme considers the reasons for change, which include customer needs, vision and values, resource allocations and budgetary control, and the process of change, which includes consultation, communication, team working, work practices and processes, and the use of information technology.
