- In the 1950s, Lord Robbins stated every qualified person should be able to attend university, but now universities are facing 150 million pounds of cuts which will lead to closures, lecturers being sacked, and students being turned away. The Education Secretary Keith Joseph believes these new measures will improve standards of education. The programme explores both sides of the debate, and talks to politicians and university staff, as well as canvassing public opinion on the debate.
