- Ann Ward of Southwark Council explains how money will be spent on advising local people of their rights, entitlement to benefits, etc. The council will carry out an attitude survey, to try to establish what people want them to do. Ward blames next year’s (rates?) increases on central government, whose spending cuts, she says, are endangering services. Female interviewer not identified.
