Greater Manchester Police Authority chairman, Councillor Peter Kelly tells the five-man tribunal that relations between police and the community in Moss Side, Manchester are only part of a wider problem. Moss Side councillor, Patrick Paget says the police are not doing enough. Tribunal Chairman, Benet Hytner QC says that if there are not enough witnesses, the tribunal will be abandoned.
