Lord Christopher Soames presents to Parliament his speech on the dispersal of civil service posts from London to other areas of Britain. He refers to the Hardman Report which analysed the consequences of relocating civil servants. He announces plans to reduce the size of the civil service and says which departments will be relocated to locations in Sheffield, Cardiff, Salisbury, Norwich, Southend, East Kilbryde near Glasgow and Bootle in Merseyside.
