Prime Minister Margaret Thatcher flies to Washington this afternoon to say goodbye to the outgoing President Reagan, and hello to his successor, George Bush. And in just one month from now, she announced in a speech last night, she will be playing host to Soviet leader Mikhail Gorbachev. Thus Thatcher has cast herself in a pivotal role in world politics.
