John Fraser interviews John Gummer, UK Agriculture Minister, about the failure of European Community farm and trade ministers to agree cuts in subsidies to farmers during talks in Luxembourg. It was the sixth time the EC had failed to reach an agreement, and now the United States is warning if action isn’t taken, the talks on worldwide trade barriers could collapse. Gummer says France is to blame for the failure and he deeply regrets agreement couldn’t be reached.
