David O’Sullivan reports on the inaugural speech of South Africa’s new state president, F. W. de Klerk, following his swearing-in ceremony in Pretoria (20/09/89). In his first address to the nation as president he re-affirms his government’s commitment to reform but refuses to give in to calls for the release for Nelson Mandela or the lifting of the state of emergency.
