Paul Rowley interviews Local Government Minister Michael Portillo, about an increase in poll tax (community charge) bills after a rise in council budget allocation of more than fourteen percent. The Govenrment is warning councils who overspend they’ll face rate capping but Portillo says the settlement is fair and realistic.
