- Opening speech by Queen Elizabeth II at an international conference of the Inter-Parliamentary Union at the Royal Gallery at Westminster saying a priority of the IPU is peaceful conflict resolution. The meeting included a delegation from Argentina, with Senator Eduardo Menem, brother of President Menem, in the audience. Outside, in Parliament Square, the national flag of Argentina was raised for the first time since the Falklands war in 1982, alongside the flags of the other 111 member nations of the IPU, and that of the European Community.
