North America correspondent Simon Marks reports on a speech by UK Prime Minister John Major at the United Nations headquarters in New York where world leaders have gathered to celebrate the fiftieth anniversary of the formation of the organisation. Major says costs and bureaucracy must be cut and nation’s debts to the UN paid if it is to function in the 21st century, and the Security Council should be enlarged. Includes excerpts from speech.
