Electricity consumers in England and Wales will get rebates of up to fifty pounds on their bills because of the planned flotation of the National Grid. The rebates will be paid by the 12 regional electricity companies in England and Wales to an estimated 22 million consumers, at a total cost of more than 1.2 billion pounds. Labour claims customers are being short-changed, because the electricity industry was sold off to private companies for far less than its true worth.
