- Chris Whipp reports on Government proposals to introduce a fresh method of assessing plans for new road schemes. It follows a report by the Standing Advisory Committee on Trunk Road Assessment (SACTRA) which suggests that some new roads actually lead to more traffic and more congestion. The Government has also said it is putting on hold controversial plans for the A34 Newbury by-pass.
