Tom Coulter, our correspondent in Belfast, says the changes in remission policy for IRA prisoners announced by the Northern Ireland secretary Patrick Mayhew this week make little difference to the overall mood of the two communities. Talks are at a stalemate as all parties will not take part until the IRA decommission its weapons arsenal.
