Foreign Secretary Sir Geoffrey Howe has strongly hinted that Hong Kong may be forced to turn back thousands of Vietnamese boat people unless urgent action is taken now. Sir Geoffrey has been telling the United Nations conference on the refugee crisis that mandatory repatriation is the only solution and that Vietnam has to stop exporting its people. Hong Kong is now becoming increasingly desperate for a solution, and reporter Simon Israel asked the Foreign Secretary what Hong Kong can do if more and more boat people continue to arrive over the next few months.
