Haiti’s military dictator, Lieutenant General Raoul Cedras has resigned this afternoon, and is to leave the country and make way for Jean-Bertrand Aristide, whom he deposed as president in 1991. President Aristide’s spokesman in Washington, Jean-Claude Martineau, says he is happy but not jubilant. Male interviewer not identified.
