NATO leaders have agreed on a compromise plan to start talking with the Soviet Union about cutting short-range nuclear missiles. UK Prime Minister Margaret Thatcher is rejecting claims that she has backed down on her tough stance over Europe’s nuclear policy. NATO is now committed to a partial reduction in arms. John Fraser asked the Prime Minister whether short-range missiles would be staying.
